Business Rules
Assessees and Reporting Officers will not be able to add/remove Assessment elements (only edit criteria of assessment elements already included).
Ticking this will allow PES Administrators, Reporting Officers and Assessees to add, edit and remove assessment element criteria during the Self Assessment phase.
Example: To add an Action within Action Element during the self assessment.

When disabled, the assessment elements/criteria will be visible to RO and Adminstrator, however, they will not be allowed to edit any information.
Switched off by default.
