Manage Appraisal Security page would allow you to define user securities for People and Performance area.
By default, this page lists only the active users.
Tick 'Show Inactive Users' check box to view a full list of both active and inactive users.
STEP 2: The following data is displayed in this page.

STEP 3: Click 'Add' to add the user to the system.
Additionally, the User List page has a built-in search for searching registered users. Click Search Criteria downward arrow at the top left of the screen to expand the Search Criteria area. Users can be filtered using User Name, Name and Position. This area is collapsed by default. Depending on the search criteria defined, the results can be quickly extracted.
STEP 4: Click 'Edit' alongside a user record to edit.
STEP 5: Make any changes to the record according to the details provided in the table above.
STEP 6: Click 'Update' to update the user record. Click 'Cancel' to leave the record unchanged.
