Business Unit Manager Proxy

This role has the exact same permission as that of a business unit manager.

A key use for this role is where a Business Unit Manager goes on leave. This role can be assigned to a staff member within the same Business Unit and that person can search for the actions assigned to the manager who is on leave and update their progress.

Emails will however still be sent to the action's Responsible Officer.
